Development of course materials in Hungarian for the public administration colleges


The support of the local public administration development in Romania is one of the primary objectives of Civitas Foundation. The quality of education in the public administration specialization is a determining factor in the performance of future public servants and employees in the local public administration.
For this purpose, we proposed to improve the resources of the education institutions in this field of activity, by means of preparing course materials necessary to the public administration colleges, which offer study programs in Hungarian.
As a result of the project, 250 students enrolled at the public administration colleges – Hungarian language of study – in Satu Mare and Sfantu Gheorghe benefited from four sets of course materials published in their language of study, thus facilitating the preparation of courses, exams and final exam. The titles of the course materials prepared and given to the public administration colleges:

  • General Theory of the State and Law (Általános állam-és jogelmélet)
  • Public Policies (Közpolitikák)
  • Organizational Theories (Szervezési elméletek)
  • Bases of Public Administration – translation (Közigazgatás alapjai)

The Continuous Training Centre for Civil Servants


The Continuous Training Centre for Civil Servants represents a joint initiative of Civitas Foundation for Civil Society and “Babes-Bolyai” University. The Training Centre offers short-term programs for civil managing and executive servants from the local public administration.
Through this program, the Training Centre launches periodic trainings or refresher modules and, at the same time, offers the opportunity for organizing special modules that include courses requested by the beneficiary. The Continuous Training Centre for Civil Servants pursues the improvement and need for specialization of the personnel from the local public administration.
In 2006, within this program, Civitas Foundation carried on two modules of training courses for school managers. In this way, trying to contribute to the reform of pre-university education management.
The training areas included in these sessions were: project management and management of human resources. Sixty-four head-teachers and teachers, candidates for the position of school manager, participated to these courses.

32-phare_smallThe project started with an international workshop organized by Civitas Foundation September 26th-30th in 2005 at “Termal” Hotel, in Felix Thermal Spa Resort. 60 representatives of regional development agencies, of various organizations and institutions and of the central and local public administration authorities, and other community developers attended from Romania, Poland, Czech Republic, Slovakia, Hungary, Bulgaria, Georgia and Croatia. These people participated in workshops, and gave lectures. The lectures of the participants in the workshop were published on electronic support, and they were given to the participants. The collection of lectures is available on the web site of Civitas Foundation for Civil Society (www.civitas.ro).
33-phare_smallThe project ended with a series of study visits, which took place between March 13th and March 17th, 2006. The study visits were undertaken by the representatives of the organizations who were partners in this project. The seven host organizations in the Czech Republic, Slovakia and Hungary, the regional development agents, technological parks, local action groups, and active organizations in the field of regional development presented to the visitors the methodologies of their own organization, new elements, and important experiences they had when they joined the European Union.
One of the determining factors in the selection of the targeted organizations was their profile and field of activity (that it was similar with the project partners). For their selection, we took into consideration the possibilities of learning policies and practices by means of collaboration. Thus, on the visits, we identified possible fields where the organizations could perform joint international projects.
